(1) The department shall publish a notice in a national level daily newspaper disclosing the payment period and other necessary conditions of the treasury bills to be issued through tenders.
(2) After the publication of the notice as per sub-rule (1), the person who wants to buy the treasury bill, when placing a bid, shall enter the number of the bid that he/she has demanded, as per the requirement, in Form No. 1, Form No. 2 or Form No. 3 of Schedule-15. An application should be submitted to the department in the format.
(3) When the bank itself accepts the bid to purchase treasury bills, the discount rate will be maintained as follows in the following cases:-
(a) In the event that the bank accepts all the amounts to be issued, the treasury bills of the same period will be purchased at the average rate of exchange prevailing in the last week of the treasury bills of the same period, or
(b) If the bid is partially accepted, at the average discount rate established from the same bid.
(4) If the bank accepts the treasury bill issued by the government of Nepal and owns the treasury bill, if the bank wants to sell it as a lump sum or divided, it can sell it by fixing different payment dates.
